Phase Two of the City Dock Bulkhead Replacement

The City Dock bulkhead replacement project is to begin on October 26, 2015 following the Fall Boat Shows and is due to be completed by April 8, 2016. The contractor for the project is Cianbro. Founded in 1949, Cianbro is one of the United States' largest and most diverse construction and construction services companies. Presently operating in more than 40 states and employing over 4,000 personnel, Cianbro manages and self-performs civil, structural, mechanical, electrical, instrumentation, fabrication, and coating projects. Their local office is situated in Northern Anne Arundel County.

EBA Engineering

EBA Engineering, also a local firm, is responsible for the engineering design. The structural engineers are the same team that designed the award-winning Phase 1. Their team also includes SRBR who designed the electrical, plumbing and fire protection on the project. Deb Schwab, a local Landscape Architect, created the landscape plans and provided assistance with numerous presentations to the Historic Preservation Commission (HPC). EBA will assist with construction phase services including inspection and testing.

The limits of the project extend from the existing boardwalk near the water taxi stand around the head of Market Slip (a.k.a. Ego Alley) to the corner of the Fawcett's property at 110 Compromise Street including the Donner Parking Lot.

Project Scope

The City Dock project will include, but is not limited to, construction of the following:

  • 700 linear feet of cantilevered steel sheet pile bulkhead
  • Demolition and replacement of associated concrete cap/seawall
  • Removal and replacement of mooring piles
  • Utilities including upgraded power pedestals similar to the existing ones in Phase 1 for a total of 17 boat slips (12 slips along Dock Street and 5 slips along the Donner Lot)
  • Water connections and fire protection system for 17 boat slips
  • Extension of existing storm drains through new bulkhead
  • Replacement of approximately 120 linear feet of wood boardwalk along Donner Lot
  • Surface overlay of the Donner Lot
  • Replacement of individual parking meters with Multi-space parking meters in Dock St. and Donner Lots


The City has been working closely with EBA since Fall 2014 simultaneously pursuing required permits from Maryland Department of the Environment (MDE), HPC, Port Wardens and Critical Area Commission as well as pre-qualifying potential contractors and preparing the bid documents for the steel sheet piles and construction separately. The City ordered the steel sheet piles because there is such a long lead time from when they are ordered, rolled, coated and finally shipped. In this way, they would be available for delivery when the Contractor was ready to begin construction. The City also ordered recessed mooring bitts, another long lead item.


The total budget on this project is $7.5 million including a federally funded $1.5 million Boating Infrastructure Grant administered through the Department of Natural Resources (DNR). The grant helps to defray the costs of the infrastructure upgrades for the 17 boat slips.
